Going off the concept of "animal instincts in today's modern political society", this drawing portrays two of the most influential lobbyists in today's American politics: the Koch Brothers. The portrayals of them as two hyenas, I believe, suits their personalities at best. They try to buy their way into Congress (like many other lobbyists) to have their influence into recent environmental (the Keystone XL Pipeline) and healthcare topics (repealing the ACA signed as a bill back in 2010).
